This website introduces an ambitious project to construct a Veteran Residential Rehabilitation Facility near the Bill Hefner Veterans Administration Hospital in Salisbury, North Carolina. 

The project is led by Pioneers for Quality Health, Inc., a nonprofit health advocacy organization, who has acquired 22 acres of land locally known as Thoroughbred Prestigious Valley.  The location of the property is on North Carolina Highway 150 in Rowan County. It provides easy access to state and interstate highways; and, is adjacent to property developed and owned by U.S. Senator Elizabeth Dole. 

The use of the land as a site for a future veteran residential rehabilitative facility shows the organization's concern and commitment to returning veterans of the Iraq and Afghanistan Wars. Board members for Pioneers are aware of the need for responsible uncompromising care for our veterans. Our brave men and women have been called upon to sacrifice so much more than those who remain at home. Pioneer's believe it is never too late to make a worthy sacrifice for our nation.

THOROUGHBRED PRESTIGIOUS VALLEY

This beautiful pristine valley has been acquired by Pioneer's for Quality Health, Inc. for the purpose of building residential facilities for disabled volunteer United States soldiers.

 

It was during the civil war that concerned women in northern states began the first civilian sponsored "homes" for disabled veterans.  War has often resulted in men and women discharged with physical and emotional problems that keep them from finding employment and enjoying life. Recent disclosure reveal the nations dire need for residential rehabilitative care for our returning injured.

Today, there are veteran homes in every county of this great country.  There are also a few residential facilities that provide health and rehabilitative programs. These facilities are vital and necessary to the health of our military and our communities.

Facility Plans

Pioneers are executing plans to construct a Rehabilitation Facility that will compliment the V.A.  Already having acquired Thoroughbred Prestigious Valley, the organization needs financial support to complete their mission. Thoroughbred Prestigious Valley is a tract of 22 wooded acres and is located three miles east of the VA Hospital in Salisbury, NC.  The property has been developed to the point where there is access to public electricity, water and sewage, two man-made fishing ponds, and lamppost lighted roadway infrastructure. The serenity and peaceful atmosphere of this gated property is well suited to locate a transitional rehabilitation facility. 

Plans include:

  •      Administration Building

  •      Veteran Restoration and Counseling Cent

  •      Ten  5-bedroom residences  

  •       Family and Visitors 

  •      Service and Programs

  •      Organizational structure

Administration Building: Immediate plans calls for 4,600 square foot administration building designed to house staff offices, activity center, library, food storage, meal preparation and dining area, chapel, on site medical and physical therapy stations.

The Veteran Restoration and Counseling Center will house substance abuse rehabilitation program and mental health counselors with background in the treatment of Post Traumatic Stress Syndrome.

Plans for Residences include ten 5-bedroom ADA specified structures with lounge area; 5  bathroom facilities with shower, laundry room, and sun deck.  To maximize space and to serve larger numbers of disabled veterans, the residential buildings will not include full kitchens as all meals will be prepared and served in the dining area of the admin building. 

There are future plans for a family and visitor lodge to accommodate veteran's family.

These designs will serve the needs of 1,000 veterans at a time.  The mission and goal of the facility is to provide setting and support that will revive, rehabilitate, and transition veterans out to their respective families and communities with tools for successful re-integration.

 

Planned Services:

 

Room and Board.  All meals, clothing and medical care are provided. Each veteran will be billed monthly according to the services and ability to pay. 

Rehabilitation Programs.  Designed for veteran's return to independent living in the community. This program include physical rehabilitation therapy, and psychological counseling, substance abuse treatment and household management.

Social Services.  A case manager will coordinate veterans various benefits with county DSS, Social Security Administration, Vocation Rehabilitation, and veteran's benefits.

Recreation. Recreation activities will include bowling, table and card games, volleyball, walking, biking, movies and golf.
